Position Summary:
Administers and monitors both contract and subcontract performance on Federal Government and commercial contracts / subcontracts. May assist with the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures. Administers, extends, negotiates and terminates standard and nonstandard contracts, task orders and subsequent amendments. Conducts proposal preparation, contract and subcontracts preparation, negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares proposals; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information. Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations. Prepares and disseminates information throughout the organization regarding contract status, compliance, modification, deviation, negotiation, and termination. Initiates documentation to authorize and direct work in accordance with contractual specifications. Maintains contractual records and documentation such as receipt and control of all contract correspondence, customer contact information sheets, contractual changes, status reports and other documents for all projects. Participates in teaming agreement and strategic marketing alliance negotiations between company and outside sources.

Duties and Responsibilities:
Entry and exit point for all incoming requests for quotes/proposals and outgoing proposals / quotes. Reviews all request for quotes / proposals to determine contractual requirements, flow down clauses and other requirements to remain fully compliant with solicitation.
Administers and monitors contract and subcontract performance on federal Government and commercial contracts / subcontracts.
May lead and / or assist with the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedure.
Responsible for reviewing contract / subcontract solicitation terms, managing contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments / modifications and incorporating changes.
Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, identifies risks and areas of concern on contract terms and conditions and provides contractual advice, guidance and support to the contract lead / program and operations managers.
Responds to inquiries regarding contract obligations and revisions.
Proposal and quote preparation / review / submittal to meet customer requirements.
Prepares and analyzes simple to moderately complex price proposals.
Negotiates standard terms and conditions.
Monitors contract performance, cost controls and schedules to ensures compliance with contract terms and conditions.
Prepares teaming agreements, MOU's, MOA's, and NDAs and other contractual agreements.
Prepares contractual documents, including the preparation of contract terms and conditions, and assembles contract documentation package.
Participates in management review of proposals/contracts and in the conduct of program reviews.
Maintain effective internal and external customer relations.
May assist in the preparation of export license applications.
Perform subcontract negotiation and management.
Perform special projects as requested.
Participates in Government and commercial customer contract audits and reviews and adheres to all Federal Acquisition Regulation (FAR) and other federal contracting requirements.

Required Skills

Bachelor's degree in related discipline with a minimum of 5 - 7 years related experience or Masters with 3 – 5 years experience.
Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
Experience in Government / Federal Contracting is required.
Understanding of Contract/Subcontract and Purchase Order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements. Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
Knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines.
Knowledge of source selection / evaluation process including cost and price analysis.
Knowledge of requirements for and experienced in administration of government property.
Knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
Knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, P.O.'s teaming and other forms of agreements.
Excellent verbal and written communication skills.
Contract / agreement briefing, negotiation and review experience.
Experience in monitoring contracts/subcontracts of increasing complexity and value.
General computer proficiency and familiarity with Microsoft Office programs.

Desired Skills

Physical Demands and Working Conditions:
Normal office setting, therefore the noise level in the work environment is usually moderate. Work is generally sedentary in nature, but may require standing and walking. Use of hands to operate computer equipment. Frequent near vision use for reading and computer use.
